LGBT Ireland: Request for Tender
providing a gateway to
information and supports for LGBTI+ people all across the country.
* Infrastructural support to member services, including capacity
building through ongoing training and monitoring, support with
recruitment, vetting and training of volunteers, and technical support
with telephone and online networked services.
* Delivery of training & education programmes in LGBT+ awareness and
inclusion to a wide range of statutory and community and voluntary
services and groups.
* Advocacy and policy development to enhance the visibility, rights
and inclusion of LGBTI+ people in the legislative, policy and practice
areas that affect their lives.

CONTEXT

LGBT Ireland run the national LGBT helpline and online chats services
through our network of LGBTI+ regional services. In response to the
increasing number of crisis calls to the helpline, representatives
from our membership services have identified a need for enhancement of
referral pathways between member services and mainstream providers.
Many of these contacts are from LGBTI+ callers experiencing severe
mental distress due to intersectional issues relating to homelessness
or housing issues hate crime or violence.

These initial planning discussions identified a need to undertake
regional consultations with LGBTI+ organisations and a range of
mainstream frontline services. These services include health and
social care professionals, homeless services, housing associations,
migrant associations and victim support services. The aim of the
regional workshops is to raise awareness of the mental health
challenges and experiences of LGBTI+ people in each region, to improve
psychological support and identify pathways for LGBTI+ people
vulnerable to suicide and self-harm at a regional level.

REQUIREMENTS

LGBT Ireland is seeking to engage a consultant to plan and deliver 4
regional workshops to ensure that LGBTI+ people contacting the LGBT
Ireland?s and Regional frontline services, who are experiencing
mental health distress, are supported to access support in accordance
with their needs.

This consultant?s role will involve:

* Developing a brief for target services, already identified through
an earlier mapping exercise, to engage them with the project with a
view to ensuring good attendance at each workshop.
* Advise on strategies to engage key target services (e.g.) most
appropriate locations for workshop considering local contexts and
geographical spread of services.
* Propose and develop a methodology for the workshops, that will
engage and assist service providers in attendance, to develop clear
referral pathways between services.
* Facilitating four workshops with a view to achieving tangible
outputs that meet the key deliverables of this project.
* Develop a written report from each workshop, documenting the
commitments, protocols and guidelines achieved.
* The written report should also identify where there is service
gaps and recommend where LGBTI+ individuals in effected areas can
access the support they need.

TIMEFRAME AND PROCESS

It is envisaged that the successful tenderer will deliver the proposed

to follow any of our policies which are deemed appropriate.

ACCOUNTABILITY AND MANAGEMENT

The contract for services rests with LGBT Ireland. The primary point
of contact for the successful tenderer will be Gerard Sweetman,
Services Key Worker, LGBT Ireland.

The successful tenderer will be expected to:

* Maintain regular contact with the Services Key Worker, responding
to communications in a timely manner
* Be flexible and responsive to the needs of the organisation as
they arise
* Be proactive in seeking clarification, information or guidance as
needed
* Work with the Key support worker to organise 4 workshops.
* Lead the planning and the facilitation of the 4 workshops
* Produce a written report from each workshop setting out the
protocols and signposting guidelines agreed with the stakeholders in
attendance.
* Undertake any follow up necessary to finalise the protocols and
procedures of each participating organisation.
* Update LGBT Ireland with details of participating organisation

TIMEFRAME AND DELIVERABLES

We expect the successful tenderer to:

* Provide regular progress updates to the Services Key Worker and CEO

COMPETENCY AND EXPERTISE REQUIREMENTS

The successful tenderer will:

* Have a proven track record of Facilitation
* Demonstrate an understanding of and have experience working with
NGOs/Statutory/Non-Statutory organisations.
* Have experience in facilitating a diverse group of stakeholders
* Have a strong knowledge in service provision and a good track
record in producing protocols for signposting between services.
* Provide details of relevant experience and qualifications in
delivering on all aspects of the tender, and provide two referees
associated with examples of two most appropriate pieces of work

TENDER REQUIREMENTS

Tenders for this work must include:

* Description of proposed project approach, methodology, actions and

including VAT
* Notification of any potential conflicts of interest
* An up-to-date copy of the tenderer?s Tax Clearance Certificate
and relevant insurances.
* Signed Declaration

A tender assessment panel is in place to assess the applications and
to award the contract to the successful tenderer. Following completion
of the tender evaluation, the successful tenderer will be notified in
writing. Once the offer is accepted, letters will be issued to the
unsuccessful tenderer/s notifying them of the result.

SHORTLISTING AND CLARIFICATION MEETINGS

A shortlist of the most competitive applicants may be invited to
present or provide further information on their bid prior to
selection. An invitation to interview is not an indication that a
contract has been awarded.

BUDGET AND SCHEDULE OF PAYMENTS

will be inclusive of all expenses, travel, subsistence, and
administration. A payment schedule will be agreed with the successful
tenderer prior to the commencement of the work based on project
deliverables.

TAX CLEARANCE CERTIFICATE

Before the contract is awarded, the successful tenderer will be
required to produce a valid Tax Clearance Certificate, and if the
certificate should expire within the course of the contract, a new
certificate will be required. All payments under the contract will be
conditional on the person/organisation being always in possession of a
valid certificate.
